Administrators with the Lynchburg City School System are sweating a bit over the percentage of students receiving special education services. 83% of the city's African American students are receiving special education, according to the school superintendent.
"We're very nervous. We are right on the line to be getting fined by the federal government, and we need to start to take some action," Superintendent Dr. Scott Brabrand said.
